National Observatory on the Condition of Persons with Disabilities

 

Organisational structure of the Observatory


The National Observatory on the Condition of Persons with Disabilities established by Law 18 of 3 March 2009, which ratified and implemented the UN Convention on disability, falls within what is known as the "coordination mechanism" that State parties must designate in order to promote and monitor the Convention in accordance with art. 33, par. 1.

The Observatory is chaired by the Ministry of Labour and Social Policy or by the delegate Undersecretary. It is supported by a technical administrative office established within the ordinary human and instrumental resources of the Directorate General for Inclusion and Social Policy of the Ministry of Labour and Social Policy.

It plays an advisory role and provides technical and scientific support for the drafting of national policies on disability.

The Observatory includes a Technical and Scientific Committee for scientific analysis with steering purposes and Working Groups dealing with in-depth analysis on particular issues.

The Regulations of the Observatory are disciplined under the Inter-ministerial Decree of 6 July 2010 n. 167. The body adopted Internal Regulations approved on 16 December 2010.

With the Presidential Decree of 9 September 2013, published on the Official Gazette of the Italian Republic n. 227 of 26/11/2013, the duration of the National Observatory on the Condition of Persons with disabilities was extended to the three-year period 2013-2016; with a view to the joint assessment of the continuing usefulness of this body, the Report on the activities carried out by the Observatory over the three-year period 2010-2013 was taken into consideration.

On 4 July 2014, the Ministry of Labour and Social Policy signed the decree for the reconstitution of the Observatory.
