Two-Year Action Plan for the promotion of the rights and integration of persons with disabilities

The two-year action plan for the promotion of the rights and integration of persons with disabilities presented and discussed on the occasion of the IV National Conference on disability policies, held on 12 and 13 July 2013 in Bologna, is one of the fundamental instruments for lawmakers to implement the UN Convention.

The programme, prepared by National Observatory on the Condition of Persons with Disabilities, was drafted according to a highly participative approach which underpinned the establishment of the Observatory and of the six working groups that were created.

Therefore, the principle adopted is involving organisation representing persons with disabilities in the process of elaboration and implementation of the legislation and policies to be implemented, to identify priorities for action, developed around the following seven intervention directions:

  1. Review of the access system, recognition of the status of disable and social and sanitary intervention scheme.
  2. Labour and employment
  3. policies, services and organisation models for independent living and social inclusion
  4. Promotion and implementation of the principles of accessibility and mobility
  5. training process and school inclusion
  6. health right to life, habilitation and rehabilitation
  7. international cooperation (drafted with the specific contribution of the Ministry of Foreign Affairs)

The two-year action plan approved by the Council of Ministries on 27 September 2013, received favourable opinion by the Unified Conference of 24 July 2013 and was adopted with Decree of the President of the Republic on 4 October 2013, registered at Corte dei Conti on 21 November 2013.
